Israel will withdraw from Gaza only after Hamas and other factions complete verified disarmament, a Board of Peace envoy says.
Nickolay Mladenov says weapons must be removed, stored and rendered unusable before Israeli forces withdraw.
Israeli Prime Minister Benjamin Netanyahu rejected the roadmap, saying Israel will withdraw only after Hamas is disarmed.
The plan calls for Gaza’s disarmament, a Palestinian administration and an international security force.
Israeli forces would gradually withdraw from areas where disarmament is completed, eventually reaching Gaza’s perimeter fence.
Mladenov says the process could be suspended if Hamas resumes training, rebuilding weapons capabilities or rearming.
He warns that destroying Gaza’s tunnel network could take more than a decade at the current pace.
Mladenov credits Türkiye, Qatar and Egypt with securing Hamas’ support for the roadmap.
Hamas has reaffirmed its commitment to the plan and the second phase of US President Donald Trump’s Gaza proposal.
The second phase includes a Palestinian technocratic administration, an international force, supervised weapons control and phased Israeli withdrawal.
The developments come amid continued violence in Gaza despite a ceasefire that began in October 2025.
