Berlin halts new aid to Rwanda amid eastern Congo tensions

Germany has announced the suspension of new development aid to Rwanda, citing concerns over Kigali’s alleged support for the M23 rebels in eastern Democratic Republic of Congo.

Berlin will “further restrict” its bilateral cooperation with Rwanda, halting new financial commitments and reassessing existing programs.

This decision follows similar measures by the US and the UK.  

The German Development Ministry condemned the Rwanda-backed M23 offensive, calling it a violation of the Luanda Process ceasefire and Congo’s territorial integrity.

Germany also plans to suspend high-level participation in development cooperation events with Rwanda.

The decision was communicated to Kigali in advance, with Germany emphasizing ongoing communication with Congolese parties regarding Rwanda’s security concerns.  

The M23 rebel group has intensified its control in eastern Congo since December, causing significant casualties.

Recent fighting has resulted in thousands of deaths and injuries, according to Congolese health officials.

Germany’s action reflects growing international pressure on Rwanda to cease its alleged support for the rebels.
