M23 rebels advance on DR Congo, raising fears of regional conflict

Rwanda-backed M23 rebels have advanced to the outskirts of Goma, Congo’s largest eastern city, sparking mass panic among its two million residents. The Congolese government labeled the offensive a “declaration of war.”

The United Nations reported widespread chaos as the city’s airport shut down and roads became impassable. “We are trapped,” stated Bintou Keita, the U.N. special representative for Congo, during an emergency Security Council meeting.

The mineral-rich region has been engulfed in turmoil as M23 rebels, allegedly supported by Rwanda, escalate their territorial claims. This surge threatens to worsen one of the world’s largest humanitarian crises, with millions already displaced.

On Sunday night, the rebels issued an ultimatum, demanding the Congolese army surrender by dawn or face an assault on Goma. Meanwhile, some Congolese soldiers sought refuge with U.N. peacekeepers, awaiting disarmament and reintegration.

“M23 fighters are advancing while using civilians as human shields,” Keita warned, describing the dire situation. The rebels have also declared Goma’s airspace closed, leaving U.N. personnel and residents effectively stranded.

Congo’s foreign minister, Thérèse Kayikwamba Wagner, condemned Rwanda’s actions as blatant aggression. In contrast, Rwanda’s U.N. ambassador denied the allegations, blaming Congo for failing to commit to peace.

The crisis has claimed the lives of at least 13 peacekeepers in the past week. Both the United States and France called for an immediate ceasefire, urging Rwanda to withdraw its support for M23.

The M23 previously seized Goma in 2012 but withdrew under international pressure. With tensions escalating, Congo has severed diplomatic ties with Rwanda, accusing its neighbor of fueling the conflict. Rwanda denies direct involvement, though U.N. experts estimate thousands of Rwandan forces are present in eastern Congo.

The international community is now watching closely as the situation in Goma threatens to spiral into further violence.
