
The eastern region has suffered decades of armed conflict, claiming hundreds of thousands of lives. Violence escalated in January when the M23 rebel group seized large areas, including Goma and Bukavu.
In June, a peace deal was brokered by Washington, followed by a declaration of principles with M23 in Doha for a permanent ceasefire. Kagame clarified that Rwanda is not causing the delay, claiming the DRC set new conditions beyond what was agreed in Washington.
The DRC’s presidential office indicated the signing could take place in Washington on December 4 between Kagame and President Felix Tshisekedi, though no official confirmation has been made.
Kagame expressed uncertainty about the early December meeting but said both countries intend to “redouble efforts to implement the Washington peace agreement,” according to the US State Department.
