EU advances new Russia sanctions amid peace push

French Foreign Minister Jean-Noel Barrot announced Thursday that the European Union is forging a 17th wave of sanctions aimed at Russia. He painted President Vladimir Putin as the singular impediment standing in the way of a peaceful resolution in Ukraine. The 27-nation bloc has already unleashed unprecedented economic penalties on Moscow following its full-scale invasion.   

Barrot revealed that the EU will coordinate the substance and timing of these new measures with an anticipated American sanctions initiative. This commitment was made to US Senator Lindsey Graham, signaling a unified front. Graham has been actively rallying bipartisan support for additional sanctions on Moscow and tariffs on nations purchasing Russian energy.   

During the interview, Barrot sharply criticized Russia’s leader, stating unequivocally that “the only obstacle to peace today in Ukraine is Vladimir Putin.” He highlighted Ukraine’s willingness to accept an unconditional ceasefire and its agreement on critical mineral cooperation with the United States. This, according to Ukrainian officials, aligns with their aspirations for broader economic collaboration.

Barrot lamented that “Vladimir Putin’s Russia has made no effort, has sent no sign that it is ready for the ceasefire or the peace” desired by many. He also suggested that France, with its “expertise” in rare earth minerals, might pursue a similar economic agreement with Ukraine. The US-Ukraine deal aims to jointly develop Ukraine’s vital mineral resources.   

Ukraine hopes this economic partnership will eventually pave the way for crucial security guarantees from the United States, offering a shield against future Russian aggression. Barrot’s remarks followed a meeting with US counterpart Marco Rubio, which he described as a frank and productive exchange focused on coordinating efforts for regional and international stability.   

State Department spokesperson Tammy Bruce confirmed the meeting, stating that Secretary of State Antony Blinken affirmed the US commitment to working closely with European partners for a lasting peace in Ukraine. Barrot emphasized that “this is a decisive moment for Europe,” echoing President Macron’s long-standing calls for European strategic autonomy and a stronger European role within NATO. Regarding US tariffs, Barrot advocated for de-escalation to restore the pre-existing balance beneficial to both continents.
