Sudan Conflict: RSF establishes civilian administration in Khartoum

The Rapid Support Forces (RSF) have formed a new civilian administration in Khartoum state, led by Professor Abdellatif El Hasan. The 90-member Civilian Foundress Council (CFC) includes representatives from youth, women, professional groups, Sufi orders, and native administrations.

The CFC, acting as the state’s legislative body, aims to fill the governance void caused by war. Newly elected officials pledged to restore basic services, deliver humanitarian aid, and push for peace between the RSF and General al Burhan’s forces (SAF).

RSF officials declared their support for the civilian administration and reiterated their commitment to democratic civilian rule. Meanwhile, calls were made for international aid and an immediate end to the war.

Since April 2023, the RSF has expanded control across Sudan, including Khartoum and several other regions.
