Ghana opens talks on visa waiver with Luxembourg and Benelux

Ghana has opened discussions with Luxembourg on a possible Ghana-Benelux visa waiver that could make travel easier for Ghanaian citizens.

The proposed arrangement could eventually include Luxembourg, Belgium and the Netherlands.

However, no visa-free agreement has been finalised. Ghanaian ordinary passport holders still need visas to travel to the three countries.

Ghana-Benelux visa waiver discussed

The proposal was discussed during a meeting between Ghanaian Foreign Affairs Minister Samuel Okudzeto Ablakwa and Luxembourg’s Deputy Prime Minister and Foreign Minister Xavier Bettel.

The two officials met on the sidelines of the 81st United Nations General Assembly in New York.

According to Ghana’s Foreign Ministry, the discussions covered a possible visa-waiver arrangement with Luxembourg.

The talks could also extend to the wider Benelux Union, which includes Belgium and the Netherlands.

However, the discussions remain at an early stage.

No agreement has been signed or implemented.

Ghana seeks easier international travel

The talks are part of Ghana’s efforts to improve passport mobility for its citizens.

According to Business Insider Africa, Ablakwa said Ghana secured 11 new visa-waiver agreements in 2025.

Ghana has also advanced or concluded arrangements with several countries in 2026. These include the Maldives, Zambia, Antigua and Barbuda, Russia and South Korea.

However, the agreements do not all have the same conditions.

Some apply to ordinary passport holders. Others are limited to diplomatic or service passports.

Talks also focus on investment

Ghana and Luxembourg also discussed economic cooperation during the meeting.

The talks covered digital technology, agro-processing and industrial development.

Officials also discussed investment and development cooperation.

According to Ghana’s Foreign Ministry, stronger partnerships could support local industries and create jobs.

The two countries also want to strengthen people-to-people relations.

Current visa rules remain in place

For now, Ghanaian travellers must continue following existing visa requirements.

Ghana’s latest visa-free list does not include Luxembourg, Belgium or the Netherlands for ordinary Ghanaian passport holders, according to the supplied report.

Therefore, the proposed Ghana-Benelux visa waiver does not currently provide visa-free travel.

The talks could change those arrangements if they eventually result in an agreement.
